[Howto] Disable Chrome's Request Throttling

Visit: chrome://net-internals/#httpThrottling

Uncheck the checkbox:

And never see this message again:
Error 139 (net::ERR_TEMPORARILY_THROTTLED): Requests to the server have been temporarily throttled.
